Public and private sector organisations have identified the lack of high quality, meaningful research that accurately reflects the true status of ICT in New Zealand as a significant problem. This is especially true in respect to substantive data relating to the general public including both user and non-user groups.

To address this problem, Creative Resource & Management Ltd of Auckland are proposing a nation wide research program to be called the New Zealand ICT Monitor. This initiative is designed to generate in depth data representative of the total population which will be repeated at regular intervals to identify and monitor trends. The research will include two sections.

Generic Section

Includes demographic variables such as income, age, location (region, urban, rural), ethnicity and education as well as measuring access, capability, usage, knowledge and attitudes. The results of section would be available in the pubic domain.

Sponsored Section

We are presently seeking expressions of interest and assistance to fund the research from public and private sector organisations that will benefit from the generic findings and who wish to include questions in the sponsored section to meet their specific requirements. Sponsors will have exclusive access to the results of those questions.

The aim is to use both quantitative and qualitative methods in the research to produce the depth and breadth of meaningful data required by both public and private sector organisations to make informed decisions relating to the development of ICT in New Zealand.

Benefits of the research model include:

* establishes a common platform of knowledge;
* produces meaningful data with high utility addressing both sector specific and cross sector requirements;
* creates a baseline measure representing the total population;
* identifies and monitors trends; and
* is efficient and cost effective to implement.


The model on which this research is based not only represents an excellent opportunity to further develop the partnership between the public and private sectors in the development of ICT in New Zealand, but is significant in that it does so based on the notion of inclusion and cooperation to address sector specific needs, while achieving a quantifiable and ongoing public good.
